City Developments (CDL) told investors with its 1H2026 results on 13 Aug 2026 that Wynwood Grand EC and Solano Grand EC target a 1Q2027 launch, per Yahoo News Singapore. EdgeProp reported the same quarter on 21 May 2026, with 430 and 302 homes. CDL has announced no launch date, prices or preview.

- HDB's list of EC developments (updated 2 Apr 2026) confirms the tender dates and that CDL's entities won both sites.
- CDL said the 8 May 2026 EC rule changes do not apply, because the sites keep the rules in force when they were awarded, per EdgeProp. That means the earlier 5-year MOP (minimum occupation period) and the S$16,000 income ceiling for sites tendered before 24 Aug 2026. See the new EC rules to compare.
- Not the same site: a second Woodlands Drive 17 EC site went to Sim Lian Group at $484M ($794 psf ppr) from 3 bids on 13 Jan 2026, for about 560 homes, per EdgeProp. It is a different project.
Where sources differ
The unit counts moved: EdgeProp's tender-day report gave about 420 homes for Woodlands and 306 for Senja Close. CDL's May 2026 figures are 430 and 302. Use CDL's later numbers and expect final counts to change. Some agent pages cite a Q4 2026 launch for Solano Grand. We found no official or press source for that, and CDL's own target is 1Q2027. The Wynwood Grand EC site (an agent marketing site, not CDL) names only Woodlands Drive 17 and does not say which of the two plots.
What it means for buyers
Our reading: if you are an HDB upgrader with household income between S$16,000 and S$18,000, the income ceiling matters. These two projects keep the S$16,000 ceiling.
