On 8 May 2026 the Government announced tighter rules for new Executive Condos: MOP rises from 5 to 10 years, full privatisation from 10 to 15 years, the Deferred Payment Scheme is removed, and 90% of units go to first-timers for a 2-year priority window. They apply to EC land tenders closing on or after 8 May. The S$16,000 income ceiling was left unchanged then. On 23 Aug 2026 the Government raised it to S$18,000 for EC sites with tenders closing on or after 24 Aug 2026. Full explainer.
| Rule | Before | New EC sites |
|---|---|---|
| Minimum occupation period | 5 years | 10 years |
| Full privatisation | 10 years | 15 years |
| Deferred Payment Scheme | Available | Removed (progressive payments only) |
| First-timer share of units | 70% | 90% |
| First-timer priority window | 1 month | 2 years |
| Second-timer share | 30% | 10% |
| Household income ceiling | S$16,000 | S$16,000 on 8 May 2026 (raised to S$18,000 for sites tendered from 24 Aug 2026) |
Who is affected
The rules apply to EC land parcels with tenders closing on or after 8 May 2026, so they apply to future launches, not projects already launched. Five pipeline sites whose tenders closed before 8 May 2026 keep the old rules: Senja Close, Sembawang Road, Miltonia Close (Yishun) and two sites at Woodlands Drive 17, according to Yahoo News Singapore, ERA and Stacked Homes. Confirm a specific project's rules with the developer and HDB.
Why it matters
The Government said it wants to reduce the "lottery effect" and improve access for first-timers while curbing windfall gains, as reported by Yahoo News Singapore. For buyers it means longer lock-in, no deferred payments and fewer second-timer units. See what the rules mean for your plans.

Frequently asked questions
Do the new EC rules apply to Rivelle Tampines?
Rivelle's land was tendered before 8 May 2026, so the older rules (5-year MOP, 10-year privatisation) are expected to apply. Confirm with the developer.
