Buying landed property in Singapore: rules, types and costs

Short answer

Only Singapore Citizens can buy landed property freely. Permanent Residents and foreigners need Singapore Land Authority (SLA) approval, and approval is hard to get outside Sentosa Cove: SLA looks at factors such as at least five years as a PR and an exceptional economic contribution. Types include terraces, semi-detached houses, detached bungalows, Good Class Bungalows (GCB) and strata landed in condo-style developments.

Who can buy

Citizens may buy landed homes; PRs and foreigners need approval and face higher ABSD. Strata landed homes inside an approved condominium development are open to foreigners without SLA approval, as they are treated like condominium units.

  • Terrace, corner terrace
  • Semi-detached
  • Detached bungalow
  • Good Class Bungalow in a designated area, on a plot of at least 1,400 sq m; citizens can buy freely, while PRs and foreigners need SLA approval that is almost never given
  • Strata landed in a condo development

Costs

BSD tiers apply, and a second property attracts ABSD. Landed prices can be volatile; the 2Q2026 URA flash shows landed prices up 2.6%.
