Apply for an HDB Flat Eligibility (HFE) letter, then apply for a BTO during a sales exercise. If your queue number is picked in the computerised ballot you choose a unit. Waiting time is commonly three to five years from launch †. Projects are classed as Standard, Plus or Prime, with different resale rules: Standard flats have a 5-year MOP, while Plus and Prime flats have a 10-year MOP and subsidy recovery on resale (for flats launched from October 2024).

- Submit your application; wait for the ballot result.
- Select a unit when invited, sign the agreement and pay the downpayment.
- Collect keys on completion; the MOP starts from key collection †.
Standard, Plus and Prime
Plus and Prime projects, typically in more central or sought-after locations, carry longer MOPs and resale conditions such as a subsidy recovery on sale. Standard flats have the usual 5-year MOP and no subsidy recovery. Check HDB for the current terms of each project.
