- HDB publishes bids in dollars per square metre of floor area. We converted them to psf ppr by dividing by 10.764. HDB notes the developer's final unit count may differ from its estimate.
- Both tenders closed before 8 May 2026, so MND's tighter EC rules (10-year MOP, no Deferred Payment Scheme, 90% first-timer quota) do not apply, on our reading of MND's scope. HDB says the S$18,000 income ceiling does not apply to ECs on land awarded before 24 Aug 2026, so these keep the S$16,000 ceiling. See the new EC rules to compare.
- The names Wynwood Grand and Solano Grand are not yet on a government record we could find. HDB lists the sites by location and awardee.
- Not the same site: a second Woodlands Drive 17 EC site went to Sim Lian Land and Sim Lian Development for $484,000,000 (about $794 psf ppr) from 3 bids, closing on 13 Jan 2026. HDB estimates about 560 homes there. It is a different project.
What it means for buyers
Our reading: if you are an HDB upgrader with household income between S$16,000 and S$18,000, the income ceiling matters. These two projects keep the S$16,000 ceiling.
