Wynwood Grand (Woodlands Drive 17, about 420 homes) and Solano Grand (Senja Close, about 295) were awarded to CDL on 26 Aug 2025. Their tenders closed 5 Aug 2025, before MND's 8 May 2026 MOP change and HDB's 24 Aug 2026 ceiling change. Our reading: 5-year MOP and S$16,000 ceiling. Prices and launch dates: not announced.
How are Wynwood Grand and Solano Grand different?
They are two separate HDB land sites won by two different CDL companies. The sites sit on different roads and differ a lot in size. As at 21 Oct 2026, HDB's list of EC sites sold names Wynwood Grand against the Woodlands Drive 17 site and Solano Grand against the Senja Close site. The tender record is in our news item on the award.
| Wynwood Grand | Solano Grand | |
|---|---|---|
| Road | Woodlands Drive 17 | Senja Close |
| Awardee (HDB) | CDL Divine Pte. Ltd. | CDL Constellation Pte. Ltd. |
| Homes (HDB estimate) | about 420 | about 295 |
| Site area | 25,207.2 sq m | 10,159.2 sq m |
| Land cost, psf ppr | about $782 | about $771 |
| Bids received | 5 | 5 |
| Unit mix | Not announced | Not announced |
| Selling price | Not announced | Not announced |
| Launch date | Not announced | Not announced |
HDB notes that the developer's final unit count may differ from its estimate. On HDB's estimates, Wynwood Grand is planned for about 125 more homes than Solano Grand. That is arithmetic on the estimates, nothing more.
Do not mix this up with the second Woodlands Drive 17 EC site, which went to a different developer and has a different tender. It is not Wynwood Grand.
Which EC rules apply to each?
The same set applies to both, because the rules follow the date the land tender closed, not the date you buy. Both tenders closed on 5 Aug 2025. MND's tighter rules cover EC sites with tenders closing on or after 8 May 2026, and HDB sets the S$18,000 income ceiling for tenders closing on or after 24 Aug 2026. Both sites fall before each cut-off.
| Rule | Both sites, on our reading | Source |
|---|---|---|
| Household income ceiling | S$16,000 gross a month | HDB |
| Minimum occupation period (MOP) | 5 years, counted from the TOP date | HDB |
| Resale to Singaporeans and PRs only | Within 10 years of TOP | HDB |
| First-timer quota | 70% in the first month from launch, then open to all eligible buyers | MND (the pre-8 May 2026 rule) |
| Deferred Payment Scheme | Not removed for these sites; whether the developer offers it is not announced | MND |
| HDB flat disposal | Within 6 months from key collection of the EC unit (conditions page, updated 28 Jul 2026), or within 6 months of completing your EC unit purchase (eligibility page, updated 25 Aug 2026). The two pages word the start differently, so confirm the start date with HDB. | HDB, both pages |
The full old and new comparison is on new EC rules 2026, and the MOP timeline is on MOP and privatisation. Ask the sales team which rule set applies and get it in writing before you pay an option fee.
What is the land cost, and does it tell me the price?
No. Land cost per sq ft per plot ratio (psf ppr) is what the developer paid HDB for each square foot of buildable floor area. It is not the selling price, and it leaves out construction, financing, marketing and profit.
HDB publishes bids per square metre of floor area. We converted them to psf ppr by dividing by 10.764. Both sites came in within about $11 of each other, so the land cost does not separate them much. Our reading: the choice between the two will come down to location, home count and the price, once it is released.
What is not announced yet?
- Selling prices. No government source or developer release we can cite has set them. Land cost is not a price.
- Launch dates. Not announced. If you see a date on an agent page, treat it as unconfirmed.
- Unit mix and sizes. Not announced.
- Transport and schools. We have not yet captured official walking distances or school data for either road, so we do not compare them here. Check the sites yourself on OneMap and the MOE school finder.
We will update this page when a government source or the developer's own release confirms any of these. The launch tracker and the EC hub follow the pipeline.
What should an upgrader compare when prices come out?
Our reading, as a checklist rather than advice:
- Income ceiling. Is your household under S$16,000 gross a month? HDB counts income in a set way, explained in how HDB counts your income. Test your own numbers on the EC eligibility calculator.
- Your HDB flat. You must dispose of any HDB interest within 6 months. HDB's conditions page counts that from key collection of the EC unit, and its eligibility page says from completing your EC unit purchase. Confirm the start date with HDB, then plan the sale timing and cash flow.
- MOP end. Count 5 years from TOP, not from launch. Nothing is announced on TOP for either site.
- Nearby condo sales. URA's caveat data shows what comparable private condos near each road actually transacted at.
- Home count. About 420 versus about 295 homes means a different launch size and a different crowd of buyers.

Frequently asked questions
Where is Wynwood Grand EC and where is Solano Grand EC?
Wynwood Grand is on Woodlands Drive 17 and Solano Grand is on Senja Close. HDB's list of EC sites sold shows both project names against those two sites.
Who is the developer of each?
HDB awarded Woodlands Drive 17 to CDL Divine Pte. Ltd. and Senja Close to CDL Constellation Pte. Ltd. on 26 Aug 2025.
How many homes does each have?
HDB estimated about 420 homes at Woodlands Drive 17 and about 295 at Senja Close. The developer's final count may differ.
When will they launch and what will they cost?
Neither is announced. No launch date, selling price or unit mix has been announced by a government source or in a CDL release we could open, and the land cost per sq ft is not the selling price.
Are they under the new EC rules?
On our reading, no. Both tenders closed on 5 Aug 2025, before MND's 8 May 2026 cut-off for the 10-year MOP, so the 5-year MOP applies. HDB also says the S$18,000 ceiling applies only to tenders closing on or after 24 Aug 2026, so these keep S$16,000. Confirm with the developer and HDB.
Can a second-timer buy?
Yes, if eligible. On our reading of the older rules, 70% of units are reserved for first-timers in the first month from launch, after which second-timers can buy too. HDB flat owners must dispose of their flat within 6 months. HDB's conditions page counts this from key collection of the EC unit, while its eligibility page says from completing your EC unit purchase, so confirm the start date with HDB.
