HDB unveiled its Toa Payoh West master plan on 31 Oct 2026: more than 6,000 homes over the coming decade, mostly public, around Caldecott MRT. Its first BTO, Toa Payoh Hillside, is in the November 2026 exercise with about 1,600 flats. HDB has not released a price, waiting time or classification for the project.
What is in the Toa Payoh West master plan?
HDB says the plan will be built in stages over about ten years and will bring more than 6,000 homes, mostly public housing with some private. The idea is to give Toa Payoh a second centre around Caldecott MRT station, alongside the existing Toa Payoh Central. As at 2 Nov 2026, these are the main pieces HDB lists:
- A neighbourhood called Hillside Gardens, and a Central Green Valley made up of parks and green spaces between the blocks.
- A mixed-use development with homes and Toa Payoh's first shopping mall.
- A 1.2-hectare wellness park.
- A tree-lined, car-free corridor, 15 m wide, linking Caldecott MRT to Lorong 1 Toa Payoh.
- A school: HDB says plans are being studied. That is not a confirmed school.
Caldecott station is on the Circle Line and the Thomson-East Coast Line. HDB also points to the nearby Toa Payoh MRT station and bus interchange, and to the upcoming North-South Corridor.
How many flats are in Toa Payoh Hillside?
Toa Payoh Hillside is the first BTO project under the plan and sits next to Caldecott MRT. HDB gives the total as about 1,600 flats in five residential blocks of 31 to 43 storeys. The project will be offered in the November 2026 BTO exercise. HDB also lists a supermarket, shops and a food court in the project.

Our observation: the four lines above add up to about 1,660, while HDB's headline is about 1,600. We have given HDB's figures as published and not tried to reconcile them. HDB says the Community Care Apartment count is up from the 240 it announced earlier.
What changes for Community Care Apartments?
Toa Payoh Hillside has the first Community Care Apartments in Toa Payoh. This is also the first BTO exercise where these flats are open to seniors from age 55, down from 65 (MOH, MND and HDB, 13 Jul 2026). The exercise as a whole is covered in our November 2026 BTO overview.
