HDB's list of EC TOP dates, updated 2 Apr 2026, shows 11 completed ECs, from Piermont Grand (3 Jan 2023) to Lumina Grand (1 Apr 2026). On our arithmetic none has reached its 5-year MOP yet; the earliest ends in Jan 2028. HDB's available list names six projects. All of them fall under the older rules.
Which ECs are completed, and when does each one's MOP end?
HDB publishes a list of ECs that have received their Temporary Occupation Permit (TOP). It is the only official list that gives a TOP date for each project. The table below uses it. The last two columns are ours, not HDB's. HDB says the EC MOP is computed from the TOP date, and that resale to citizens and PRs only runs for 10 years from TOP under the older rules. We added the years to each TOP date and show the month.

As at 2 Apr 2026, the date on HDB's list; we re-opened it on 19 Oct 2026. HDB's TOP list does not give MOP or privatisation dates. Treat our months as a guide and check your own unit with HDB or your lawyer before you plan around one.
Every EC on this list had TOP by 1 Apr 2026, so its land tender closed well before MND's 8 May 2026 change, and each is on the 5-year MOP. The rule set follows the tender close date, not TOP. Citizens and PRs only can buy them on resale until 10 years from TOP. The rule table is on MOP and privatisation, and we do not repeat it here.
Which ECs are on HDB's available list, and how many units are unsold?
HDB's available EC projects list, also updated as at 2 Apr 2026, names six projects and the developer company for each. Being on that list does not prove units are unsold. For counts we use URA's developer sales data, end-September 2026, checked on 15 Oct 2026.

URA says its figures come from developers and that a sale can lapse if an Option to Purchase is not exercised after the reference month, so a count can go up as well as down. We show no prices here. Our reading: five of the six projects on HDB's available list, all except Lumina Grand, were not on HDB's TOP list at 2 Apr 2026, so their MOP clocks had not started. Once TOP is issued, HDB's own list is where the date will appear.

Which rule set applies to which EC?
It depends on when the land tender closed, not on when you buy. MND's changes of 8 May 2026 apply to EC sites with tenders closing on or after that date. Every EC in the first two tables, and the Woodlands Drive 17, Senja Close, Sembawang Road and Miltonia Close sites, had its tender close before that date, so each keeps the 5-year MOP. Canberra Drive, closed 1 Oct 2026, is under the new rules, and so is Jurong East, whose tender had not opened as at 6 Oct 2026. For tenders on or after 8 May 2026, the MOP is 10 years, counted from TOP, and resale to citizens and PRs only runs up to 15 years from TOP. So the Canberra Drive and Jurong East rows will reach any-buyer status 15 years after TOP, once there is a TOP. We do not compute a date for them, as no TOP exists.
The income ceiling is separate: S$16,000 for sites awarded before 24 Aug 2026, S$18,000 for tenders closing on or after that date (HDB). The full comparison is on new EC rules 2026, and you can test your own household on the EC eligibility calculator.
What about older ECs that are already private?
HDB's TOP list starts in 2023 and gives no privatisation dates for older ECs. So we do not state when older ECs became private. URA's transaction search shows resale prices for each one.
How do I check an EC myself?

Frequently asked questions
How many executive condos are there in Singapore?
We do not give a total. HDB's TOP list, updated 2 Apr 2026, shows 11 ECs completed from 2023 to 2026. Older ECs have since become private, so the count depends on what you include.
When does the MOP end for my EC?
Under the older rules it is 5 years, and HDB says it is computed from the TOP date. Add 5 years to your project's TOP date in the table above. That gives our arithmetic, not an HDB date, so confirm it with HDB.
Which ECs have reached their MOP?
Of the 11 on HDB's TOP list, none yet on our arithmetic. The earliest, Piermont Grand with TOP on 3 Jan 2023, would reach its 5-year MOP in Jan 2028. Older ECs that finished before 2023 are not on that list.
When does an EC become private?
Under the older rules, any buyer can purchase after 10 years from TOP; before that, resale is to citizens and PRs only. For tenders closing on or after 8 May 2026, that point is 15 years. We counted the 10 years from the TOP date, which is how HDB words the resale limit.
Which ECs are still selling?
At end-September 2026, URA showed 122 unsold at Coastal Cabana, 16 at Rivelle Tampines and 3 at Aurelle of Tampines. We have not captured the counts for Otto Place, Novo Place or Lumina Grand; check URA's developer sales page.
Can a PR buy a resale EC?
Yes. Once the MOP is over, an EC can be sold to citizens and PRs. After 10 years from TOP (15 years for sites whose tenders closed on or after 8 May 2026), it can be sold to any buyer, PRs included. Loan and eligibility conditions still apply, so check HDB first.
